The Member Support Committee (MSC) will
assist General Members with meeting common governance and administrative
requirements and challenges and with managing issues or initiatives that
may, from time to time, affect the quality of life, safety, or property
values of their individual neighborhood.
Member Support Committee
The great majority of Reston's homeowner groups face certain common
governance and administrative requirements and challenges. In addition,
from time to time, homeowner groups are confronted with issues or
initiatives that may affect the quality of life, safety, or property
values of their individual neighborhood. The primary purpose of the Member Support Committee
(MSC) is to assist General Members in these
critical areas. More specifically:
- Governance and
Administration:
This includes such areas as drafting or updating association
documents (e.g. Bylaws), administering internal association rules and
regulations (e.g. parking, pets), running association meetings,
understanding and complying with the applicable external regulations
(e.g. Federal, Virginia, Reston Association), and interacting with the
RA Covenants Committee or Design Review Board.
- Neighborhood Initiatives:
This area covers those issues where an
individual General Member is confronted with an issue that requires
interaction with government agencies or officials on matters affecting
the quality of life, safety or property values of their individual
neighborhoods. The goal is to equip the General Member to be able to
deal with such situations more effectively.
Note: The Committee's purpose is not to aid a Member
in setting strategy or tactics or to advocate a particular position
with respect to the development or initiative in question; rather, the
Committee’s role is to serve as an information resource for the
Member on how to interact with the relevant groups or processes that
will shape the outcome of the project.
In providing support to the General Members,
the Committee will endeavor to avoid "re-creating the wheel"
by drawing on the practical lessons learned by General Members as well
as the best practices of other groups providing information on
association management such as the Community Association Institute,
Fairfax County, or the Reston Association.

The
Member Support Committee needs your help:
Volunteers interested in Governance and Administration issues
meet on an ongoing basis. This is a great choice for those who have
expertise, experience, or interest in managing the day-to-day
operations of homeowners associations.
Volunteers interested in Neighborhood Initiatives typically
meet on an as-needed basis to address specific requests from General
Members. We are looking for volunteers who have expertise, experience,
or interest in the win-win resolution of community issues. If you have
experience dealing with the Reston Association or state or local
government agencies, we need your assistance.
The Member Support Committee is
also developing a database of individuals who can serve on an as-needed
basis as subject-matter experts. If you, or any of your homeowners, have
experience with HOA legal issues, non-profit accounting, public safety,
or other areas that challenge clusters and condominiums, please register
with the Member Support Committee so we can tap that
expertise if needed.
