Procurement Support Committee: Our Members generally have similar needs for certain key products and services: trash collection; paving; snow removal; roofing; painting/staining; street lighting; and (in some cases) professional management companies. YOU ARE NOT ALONE. We can help. How? Through our Procurement Support Committee (PSC). Its job will be to leverage our Members’ experiences in these important areas. Its initial plans include creating a database of vendors/suppliers our Members have used to address these key needs. That database will also identify which Members have had experience with these vendors/suppliers, so other Members thinking about contracting or hiring to fill these needs can gain some first-hand insights. The expectation is to follow that up with a resource guide on the key components of any contract each Member should ask for when procuring these goods or services. There is also the possibility that, by leveraging the Member network and alerting Members when others are in the process of procuring a certain good or service, others who are also doing so at that time may be able to band together to obtain volume discounts or other benefits. In short, the power is the network.


Volunteers are needed to:

  1. Serve on the PSC Core Group that will meet, and be involved, on a regular basis to select, and prioritize the categories of products and services commonly needed by our General Members. For each commodity, PSC will research and prepare the references and materials that will assist Members when they have a collective need for such products. Qualifications are experience in the selection or delivery of products and services used in residential or commercial maintenance and renovation;

  2. Serve on a one time project and on an occasional as-needed basis thereafter, to provide in depth experience in specific product areas such as roofing, paving, landscaping, tree care, plumbing and electrical contractors, deck and fencing, trash collection, etc.

Procurement Support Committee Charter

The homes within each neighborhood were generally built in the same time period and, as they age, the homes and common area assets require similar services and products. Therefore, the Procurement Support Committee (PSC) appointed by, and accountable to the Board, shall help General Members plan their projects and identify suppliers known to other Members. PSC efforts may include the collection of Member experiences, supplier supplied credentials, and Do’s and Don’ts, to assist the next Member that must cover the same ground. The goal of the PSC is to save General Members, and their individual residents, time and money.

The Procurement Support Committee's policy is:

  1. ARCH and the PSC roles are limited to the purpose of promoting exchange of information with regard to individual and collective supplier’s capabilities, and Member experiences;

  2. ARCH will survey local vendors of products and services of specific categories (i.e roofing or landscaping services), based on Member input regarding common needs and priorities. Potential suppliers serving the Reston community may voluntarily respond to a Vendor Questionnaire providing relevant details on their organization, credentials and capabilities. The questionnaire will also allow suppliers to voluntarily provide purchase incentives to ARCH Members, including, enhanced warrantee or service plans, and volume pricing;

  3. ARCH will not revise or otherwise modify or edit supplier responses without supplier’s written agreement, other than formatting and document conversion for web site publishing. The published version will be sent to the Vendor;

  4. ARCH will not verify or otherwise warrant the vendor supplied information. Members will be advised to exercise due diligence, personally confirm and verify respondents assertions, and make an independent, informed decision;

  5. The PSC will compile the information from each respondent and place it in our web site in the restricted "Members Only" section, for our Members to review;

  6. The PSC will endeavor to indicate a list of vendors using Member input, industry lists and other independent sources. ARCH may update to the PSC information resource for any reason at its sole discretion.

  7. The ARCH Website Policy will be applied in all respects:
    1. Members will be cautioned to use this information carefully to support their independent evaluation, selection and procurement process;

    2. ARCH and the PSC will not sponsor or otherwise promote or discredit individual suppliers;

    3. Supplier assertions and data should be verified and validated by the member;

    4. Member experiences and case studies will be reviewed to remove any negative supplier critiques. Other Members may be invited to contact the submitter for any such information.

The Procurement Support Committee - Structure and Resource Requirements:

This committee will have at least 5 members who will coordinate and organize ARCH efforts to assist General Members in the procurement of commonly needed products and services, to save General Members, and their individual residents, time and money. The PSC will consist of a "core" team of members that will do the work of the committee and be available on an as needed basis to assist the Boards of our Members. One ARCH Board member will serve on this committee.
